A portal that accepts only JPG needs an actual conversion, not a renamed extension. Convert the image, open the downloaded file and check its appearance before uploading. This tool draws onto white, so transparent areas become white even when the selected output is PNG.
Will conversion restore missing detail?
No. Converting a blurry JPEG to PNG preserves the current appearance but cannot recover detail already lost. HEIC and animated image conversion are not supported by this tool.
